Event shuttles are the hardest charter category to get right, because demand is not spread across the day — it is two enormous spikes with quiet in between, and the second spike happens when everyone is tired and wants to leave at exactly the same moment.
Model the egress, not the ingress
Inbound is easy. People arrive across a window of two or three hours, at their own pace, in a good mood. Outbound is the whole problem: a headline act finishes and several thousand people move at once.
Size and stage your fleet for the egress. A shuttle that handled the morning perfectly and leaves people queuing for ninety minutes at midnight will be remembered as a failure.
Staging matters more than vehicle count
Vehicles need somewhere to wait that is close enough to load quickly and far enough not to block traffic. Agree the staging area with the event and the operator in advance, and make sure drivers know how to reach it — on an event day the normal approach roads are often closed.
A well-staged fleet of six vehicles outperforms a poorly staged fleet of ten.
Load points need marshalling
An unmarshalled load point becomes a crowd rather than a queue, and loading slows to a crawl exactly when speed matters. Even minimal marshalling — barriers forming a queue, one person directing people to the next vehicle — transforms throughput.
Agree who provides this. It is usually the event, not the transport operator, and it is a common gap.
Publish the last service, loudly
Every event shuttle has stragglers, and holding vehicles indefinitely is expensive and unfair to people who arrived on time. Publish the final departure in the event communications, on signage at the load point, and in any app or program. Then run it.
Consider a single clearly-communicated late service instead of holding one vehicle open-ended. It gives people an option without leaving a coach and driver idling for an hour.
Weather changes everything
Rain compresses egress dramatically — everyone leaves at once instead of drifting out. Heat does the same at the other end of the day. For outdoor events, have a contingency for demand arriving two hours earlier than planned, and agree with the operator in advance what that would cost and whether the vehicles can be held.
Timing around road closures
Major events bring closures and clearways that extend well beyond the venue. Getting in is rarely the problem; getting a coach out of a post-event street grid is. Where possible, set the load point a short walk outside the closure perimeter rather than at the gate — it is counterintuitive to patrons and much faster in practice.

Programme times, especially the scheduled finish.

Who marshals the load points.
Last service time and whether a late service runs.
Wet-weather contingency and how it is charged.

How many vehicles does an event shuttle need?
Work from the egress peak rather than total attendance — how many people need to move in the thirty minutes after the finish, and how long a round trip takes.
Should shuttles run continuously through the event?
Usually a reduced mid-event service is enough, with capacity concentrated on arrival and departure peaks. It is the main place to take cost out without hurting the experience.
Who marshals the queues?
Normally the event rather than the transport operator. Settle it explicitly — unmarshalled load points are the most common cause of slow egress.
What happens if the event finishes early or runs late?
Agree the contingency in advance, including how a hold is charged. Drivers also have statutory hour limits, so an unplanned late finish is not always absorbable.
